The best time to visit Mirissa is from December to April, and January to March is the strongest part of it. February is the driest month, the sea is calm, and the blue whale and humpback boats out of Mirissa are running at their peak.
May to October is the window to avoid, and October is the worst of it. The southwest monsoon is on this coast and the whale boats do not run at all, so the trip loses both of its reasons at once.

This is the window to build the trip around. Blue whales and humpbacks work the Dondra Point grounds off Mirissa, and these are the most reliable weeks for getting out to them.
December is dry and the whale boats are already out, the season having opened in November. It is the start of the strong window rather than the middle of it.
Prices climb through the month into the Christmas and New Year peak, so early December is the better half.
April is the end of the season. The boats wind down and the second inter-monsoon brings thundershowers, so the rain is already back.
Early April still works. By late April you are gambling on the weather and on whether the operators are still going out at all.
May is one of the wettest months of the year as the southwest monsoon arrives, and it stays through June and July.
The whale boats do not run in this window. Swimming is often red-flagged as well, so Mirissa loses both of its reasons at the same time.
August and September stay wet and the sea stays rough, and September is one of the wettest months on this coast.
Change coast if your dates are fixed. Trincomalee's whale season runs May to October, exactly opposite to Mirissa's, and Anuradhapura inland is in its dry season through September.
October is the single worst month to mistime. It is one of the wettest of the year and the boats are still shut, because the south-coast season does not open until November.
November is wet too, and on the Matara record it is the wettest month of all. The boats open, but the weather has not settled yet.
The whale season and the dry season are the same window here, roughly November to April. There is no quiet, cheap month that still has the boats running.
Book May to September to save money and you get neither. No beach weather and no whale watching, which is the entire product. If budget is the constraint, December and April both beat the monsoon months.
