Yes, kovalam is good place. There is public transport. AC low floor buses are there . otherwise you can also take taxi.

From East fort area you can take an AC bus (Fare : INR 32/-) or a non AC bus (Fare : INR 16/-) and it takes around 30 minutes to reach kovalam bustand. Walk down two minutes to reach the beach from t (Read More)here.
And from Trivandrum Railway Station East fort is just a 5 min walk.
