The best time to visit is early morning when the weather is pleasant and not too warm. The best time to visit Amritsar would be during winters as in summer it tends to be hot and humid and difficult to move out from hotel rooms. When I visited it was August, monsoon time but it hardly rained and the weather was really hot.
